Our finding
Why we rated this “False”
The claim is absolute, so one case settles it
"Absolute zero, with not a single major perpetrator convicted or sent to jail" leaves no room for exceptions. A single conviction disproves it.
In January 2024, a CBI court sentenced ten accused to five years' rigorous imprisonment in an examination paper-leakage case. Among those convicted was a former chairman of a Railway Recruitment Board. [1]
A former recruitment board chairman is not a peripheral figure. If the assertion is that no major perpetrator has been convicted or jailed, that case is a direct counter-example.
Cases in progress
Prosecutions since have continued. In the NEET-UG 2026 case, seven accused including the alleged source had been arrested by 15 May 2026, with investigation and prosecution ongoing. [2]
Arrests are not convictions, and it would be wrong to present them as such. They are noted here because the claim asserts total absence of enforcement, and active prosecutions are evidence against that.
The legal framework
The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 tightens bail conditions, introduces fast-track courts with defined timelines, and provides for up to 10 years' imprisonment, fines of up to ₹10 crore, and confiscation of offenders' property. [3] [4]
The bail and timeline provisions matter more than the headline sentence. Examination-fraud prosecutions have historically collapsed through delay — witnesses become unavailable, evidence degrades, and cases drift for years. Fast-track courts with fixed timelines address the mechanism by which convictions have actually been lost.
Where the claim goes wrong
The word "zero" is falsified by a documented conviction of ten people, one of them a former recruitment board chairman, with custodial sentences imposed.
The fair version of the criticism
Strip out the absolute and there is a real argument left, which the claim would have been stronger for making.
Conviction rates in paper-leak cases are low relative to the number of leaks that occur. Prosecutions are slow. The organisers of leak networks are harder to reach than the candidates and intermediaries at the visible end, and many cases end without the people who profited most being convicted.
Those are documented weaknesses in enforcement, and they matter to every aspirant whose examination was compromised. The claim of literally zero convictions is easy to refute with a single case — and refuting it lets the genuine enforcement problem be dismissed along with the exaggeration.
In short
Ten people were convicted and jailed for five years in a paper-leak case in January 2024, including a former Railway Recruitment Board chairman. Conviction rates remain low and prosecutions slow — but "absolute zero" is not accurate.
