Our finding

Why we rated this “False”

Where Indians actually work

The claim says four routes are closed and only government service remains open. Employment data allows that to be tested directly.

Manufacturing employs 7.45 crore people. Self-employment supports 34.62 crore. Regular salaried work covers 14.54 crore. [2]

Set against those figures, total government employment in India is a small share of the workforce. If the four named routes were closed and government jobs were all that remained, the great majority of working Indians would have nowhere to be — and they demonstrably are somewhere.

The unemployment trend

Official PLFS data show the unemployment rate for people aged 15 and above declining from 6.0% in 2017-18 to 3.2% in 2023-24. [1]

A labour market in which four of five major employment routes had closed would not produce a falling unemployment rate.

Why the claim inverts the proportions

The framing gets the structure of Indian employment backwards.

Government service is the *narrowest* of the routes listed, not the widest. It has the fewest positions, the most competitive entry, and the longest queues. That is precisely why competitive examinations attract the volume of applicants they do.

Self-employment, by contrast, is the single largest category of work in India by a wide margin — 34.62 crore people. Describing entrepreneurship as closed while government jobs remain accessible reverses the actual availability of each.

Where the claim goes wrong

Four employment routes, together accounting for the overwhelming majority of Indian workers, are described as closed. The narrowest route of all is described as the only one open.

What the concern is really about

There is something real behind this, and naming it properly makes for a better argument.

The appeal of government employment is not that it is the only work available. It is that it offers security, benefits, a pension and social standing that much of the rest of the labour market does not. A young person choosing between a government examination and available private work is often choosing between job *quality*, not between a job and nothing.

That is supported by the wider evidence: a large share of Indian workers are in self-employment or informal arrangements without contracts, benefits or predictable income. Regular salaried work with proper benefits is genuinely scarce relative to demand for it.

So the honest version is that secure, benefited employment is hard to come by, which drives lakhs of graduates towards government examinations. That is a serious problem about the composition of Indian employment — quite different from a claim that every other door has shut.

In short

Manufacturing employs 7.45 crore, self-employment 34.62 crore and regular salaried work 14.54 crore, with unemployment down from 6.0% to 3.2%. Government service is the narrowest route, not the last one open — the real shortage is of secure, benefited work.
