Our finding

Why we rated this “Misleading”

What the 8% figure counts

The number is real, and its definition is narrow in three specific ways.

It comes from NFHS-5, covering 2019-21. It refers to women aged 15 to 49. And it counts those who owned land, alone. [1] [2]

Each of those conditions excludes people. Joint ownership with a spouse or family member is out. Ownership of a house rather than land is out. Women aged 50 and above are out — a group that, given how property tends to pass down and accumulate, is likely to hold more of it.

The figure is accurate for what it measures. It is not a measure of all property ownership among Indian women, and it is not presented as one in the survey.

The broader and more recent measure

NFHS-6, covering 2023-24, reports a wider indicator: the share of households with at least one usual female member who owns a house and/or land, either alone or jointly.

That figure is 18.8%, up from 14.0% in NFHS-5. [3]

Two things change. The definition widens to include houses as well as land, and joint as well as sole ownership. And the reading is more current by one survey round.

The two numbers are not interchangeable — they count different units, one measuring individual women and the other households. Anyone comparing 8.3% with 18.8% directly is comparing different things. But if the question is how much property Indian women hold, the narrowest available definition is not the one that answers it.

Housing allotment

On the policy side, 96% of houses under PMAY-U 2.0 have been allotted to women. [4]

Allotment in a woman's name makes her the direct owner or co-owner of the asset, which is the mechanism by which the household ownership figure moves over time.

Where the claim goes wrong

The 8.3% figure is offered as the share of Indian women who own property. It is the share of women aged 15 to 49 who own land in their sole name — a deliberately narrow slice of ownership, and one survey round out of date.

What the wider number still shows

18.8% is not a satisfactory figure either.

It means that in roughly four out of five Indian households, no woman owns the house or land — jointly or otherwise. Property ownership remains heavily skewed towards men, and the gap has real consequences for women's economic security, credit access and bargaining position within the household.

The correction concerns which measure is being quoted. It does not amount to an argument that women's property ownership in India is anywhere near equitable.

In short

8.3% counts sole land ownership among women aged 15-49. The broader NFHS-6 measure of female house and/or land ownership at household level is 18.8%, up from 14.0% — still leaving most Indian households with no female property owner.
