Our finding
Why we rated this “False”
What the claim asserts
The claim names a chain — coaching centres, translators, printers, transporters, vendors, NTA and ministry officials — and describes them as a single paper-leak structure.
That is a claim of coordination, not merely of vulnerability. It asserts that these actors operate together as one system, which is a stronger proposition than saying leaks have occurred at several points.
What the record shows
Wrongdoing at multiple points in the examination chain is real and has been acted on.
Following the NEET controversy, NTA removed 47 officials and began recruiting specialised personnel through UPSC's Pratibha Setu platform. [1]
It also replaced 600 question-setting experts and introduced four-tier scrutiny of question papers. [2]
In the NEET-UG 2026 investigation, authorities registered four FIRs and arrested 33 people, with the CBI placing its chargesheet before a fast-track court.
Why this points away from the claim, not towards it
The action taken cuts against the premise rather than supporting it.
An institution that removes 47 of its own officials, replaces 600 question setters and rebuilds its scrutiny process is not behaving as a participant in a criminal structure. It is behaving as an organisation removing compromised people from its own ranks.
Similarly, four FIRs and 33 arrests represent the state prosecuting the chain the claim says the state is part of.
Vulnerability is the accurate description
There is a genuine problem here, and it has a precise name that the claim overshoots.
The examination chain has many points at which a paper can be compromised — setting, translation, printing, transport, storage, distribution. Each involves people, and each is a potential failure point. That is a structural vulnerability, and it has been exploited repeatedly.
Structural vulnerability and organised conspiracy are different diagnoses with different remedies. Vulnerability is addressed by shortening the chain — which is what the shift to computer-based testing does, by removing the physical stages entirely — and by scrutiny at each remaining step. Conspiracy would require something else altogether.
The legal framework
The amended anti-paper-leak law mandates two-month investigations and three-month fast-track trials, with organised fraud punishable by seven to ten years' imprisonment. [3]
The organised-fraud provision is the relevant one. The law recognises that leak networks exist and operate as coordinated enterprises, and it targets them specifically — which is the correct response to networks operating *within* the chain, as distinct from the chain itself being the network.
Where the claim goes wrong
Documented criminality by individuals at several points is generalised into a finding that every institution in the sequence forms one criminal structure. No evidence establishes that coordination, and the institutional response — mass removals, process rebuilding, arrests and prosecutions — runs contrary to it.
In short
Leaks have exploited real weaknesses at multiple points, and people at several of those points have been arrested and removed. That describes a vulnerable chain being policed, not a unified criminal structure.
